How do I resend an order that was returned and charge only shipping?  

You will need an entry in your Catalog Manager called "Shipping Unit" (some prefer "Shipping Unit One 750 ml Bottle"), with product type = "physical", and assign a weight and volume just as you would with any other wine product (typically 3.3 lbs and 750 ml).  The cost would be $0.00, and you would make sure this product is active for all relevant classes.  You should probably also make these hidden everywhere, but Admin Cart. 

Since you have a weight for this, you would put a quantity in that reflects the number of bottles you are trying to create the shipping label for, and this will create the appropriate cost for your shipping.   (If you have different size bottles of products, you will need to be sure you are selecting the right size bottle, or create a shipping Unit for each of your different bottle sizes).  

The best way to charge them just the shipping & handling cost to this order is:

1. Create a new order# and put just the Shipping Line item charges (for the number of bottles).  In this case, quantity of 12 for product "S & H"

2. Reference the other order# in the Order Notes of each order, so they tie to each other for audit tracking for your accountant. 

3. You also might want to put in the order notes of the shipping order, the products included in the shipment. 

Please note:  Anything in your orders besides the shipped items, such as items consumed in the tasting room, should have a 0.00 weight, so they will not be charged shipping when it is included in the order.

One would never ship 'flights' or pizza, because they would be consumed in the Tasting Room.
