Why is my order not charging tax on shipping?
In Admin > Operations > Sales Tax & Licenses
If the state has 'Let Tax Services Decide" for shipping, then tax on shipping is not charged. If you want to charge tax on shipping, you must select "Always" in the Sales Tax and Licenses module.
